19 of the Russian's 21 victories have been achieved on hard courts
A revitalized Daniil Medvedev claimed his initial championship for nearly 30 months with success over Frenchman Moutet in the tournament final.
The athlete, a former world number one, has had a torrid period, winning just a single victory at the big events and experiencing a difficult moment at the US Open.
The player's inconsistency on the professional circuit - and difficulties with his serving in particular - caused him falling of the world's top 10 and ultimately parting ways with long-time coach Gilles Cervara.
Currently training with his coach and Rohan Goetzke, Medvedev has gradually progressed in the recent weeks - peaking in a closely contested three-set victory over challenger Moutet.
This represents his first title after the Rome competition and maiden on a hard surface since spring of the previous year.
Victory also means the Russian has won 21 titles at twenty-one distinct tournaments.
"It's the first time I have attended a competition with my children at once, so to secure a title is particularly special," stated world number 14 Daniil Medvedev.
"This championship is in honour of my child Victoria, because the first title I got when my child my daughter was born was for her."
The athlete, the 2021 US Open champion, had lost his past six title deciders, featuring in Halle previously this season.
The player's defensive strategy and regular outbursts on the playing surface had caused some to wonder if his capacity to compete at the top level was finished.
However the 29-year-old has altered his approach in the past month, attempting to approach the net and play aggressively, reinforced by an improved serving game.
Medvedev recovered from a break down in the opening set against the tricky Moutet, securing 4 of the final five exchanges to go ahead.
Both players exchanged service breaks in the following set before the challenger, striving for his first ATP Tour championship, took control to push for a third set.
The opponent defended four early-game opportunities in a tight final set before Medvedev broke to that score to secure the win.
Appropriately, he earned the win with a shot at the net area, with Moutet incapable to handle a return after over two and a half hours.
